Deaf Judge Lattna:
AH mi organisation cotmnitted to the protecting the liuman Hghts of scientists and other scholars, we learned with great concern of the indictmeiiL of Yuri Samodurov, the director of the Andrei Sakharov Public Centct and Museum, as well as Ludtnila Vasilovskaya and Anna MikhaJchuk, for violating Article 282 of the Criminal Code of the Russian Federation (inciting hostility toward religious believers and humiliating them).


Having studied the case, we believe that the exhibition at the Sakharov Museum that provoked this indictment, and for which they are being held responsible, should not be considered to be in violation of Article 282. It contained works of art. meant to provoke thought, not to incite hostility or to humiliate any re.ligious group. The fact that the exhibition was held in a museum—a place for serious consideration of artistic expression—-is important, since that envitonment is not an inciteful one and not one that is aimed at the general public. Moreover, any believers who would be hurt by such art would know of its content in advance and would nor. expose themselves to it by visiting the exhibit.


We understand, of course, that the exhibit dealt with themes that are very sensitive in any society. But the strengths of all free societies are measured, in part, on their ability to allow the free expression of such artistic views. In the past, such free expression was not possible in Russia, Now, to Russia's great credit and benefit, it is. And, in the service of promoting such freedom, we are hopeful that your court will find the defendants in this case—defendants who have worked strenuously for freedom and democratic values—innocent of this charge. It would be a triumph not only for them but also for your court and for Russia.
